MILLEDGEVILLE —
A man has been arrested and charged with aggravated cruelty to animals following a welfare check conducted by the Milledgeville Police Department.
A woman reported to police that her husband went to an E. Charlton Street address to pick up a man when he noticed blood on the steps outside of the residence as well as the man's red hat. He returned home and told his wife who called police.
Two officers responded to the location and noticed the blood and attempted to get someone to answer the door at the home. While checking the outside of the home, officers located a dead black and white dog with head wounds in a trash can outside the home. Officers made contact with the building's owner and the landlord agreed to come to the residence.
An officer looked in a window and saw a golf club with blood on it by the door and blood spattered in the living room area.
Officers entered the residence and a man came into the living area from a bedroom. Officers noticed blood on his pants and checked the home for any sign of other people.
The man told police he had been drinking the night before and did not hear police knocking. The officers explained why they were there and the man said he was keeping his sister's dog, but that she retrieved the dog the previous day. The man said he owned a dog and that someone ran over the dog. He told police he then brought the dog into his home.
Police arrested John Webb, 60, and charged him with aggravated cruelty to animals.
The case was turned over to detectives and remains under investigation.
